Methodology

Every item starts at a public source: a state Rural Health Transformation Program page, an official agency notice, a procurement portal, or a federal document. RHTPwatch monitors those sources, fetches the public pages and the documents they link to, and extracts the details that matter — deadlines, amounts, eligibility, and contacts. Each opportunity links back to its official source so you can read the original.

States do not distribute this funding through a single office. In practice, RHTP dollars also move through economic development agencies, hospital associations, university systems, education departments, community foundations, and contracted regional intermediaries, and each of those bodies can publish its own funding opportunities on its own site, outside any health-department page. RHTPwatch maps and tracks these distribution channels state by state, so opportunities that never appear on a health-department portal can still be captured. Channels we cannot read automatically (login-gated grant systems, for example) are checked by a person on a recurring schedule.

We review each posting against your organization's profile, using automated tools to help read each posting, pull out the key facts, and assess how well it fits. The fit assessment is our opinion, drawn from the source text — a starting point for your own judgment, not a determination of eligibility.

A posting being open means its deadline has not passed — it does not mean the money behind it is final. The federal Rural Health Transformation Program awards are confirmed, but a state's spending plan and a given opportunity's allocation can still be pending federal approval. Where an opportunity's own text says its funding is contingent on a pending CMS decision, we flag it and show the wording we found. Absence of a flag means we found no such language — not that we have independently confirmed the funding is approved. Always confirm funding status at the source before relying on it.

Some of what we track is a program a state has described in its published plans but has not yet turned into an application. We show these separately, under Known upcoming, and we treat them differently on purpose:

• There is nothing to apply to. No application, no deadline, and no fit rating. A rating would be a guess about a document that does not exist.
• Every detail is quoted from the state's own published document and links back to it, so you can read the original. If we cannot quote a detail from the source, we do not show it.
• These are plans, not commitments. A state can change, delay, rescope, or cancel a described program, and some will. Treat a Known upcoming entry as early notice to prepare and make contact, not as funding you can count on.
• We date each entry with the last time we confirmed it still had not opened, so you can see how current that judgment is. When one of these programs does open, it moves out of Known upcoming and is scored like any other opportunity.

Sources change. We record when each source was last checked, and we re-scan on a recurring basis. Deadlines in particular move, get extended, or close early. The date you see an item is not a guarantee it is still open — the official posting always governs.

Because extraction is automated, each item carries a confidence signal. When our confidence in an extracted detail is low, we flag it so you know to check it against the source before acting.

We aim for breadth, but we do not guarantee that every relevant opportunity is captured, that every item shown is still open, or that every extracted detail is accurate. Some sources are recorded manually and can lag newly posted opportunities. RHTPwatch is a monitoring tool, not the source of record — the official agency posting always governs, so confirm any opportunity there before relying on it.
